CIHT member Luke Swatman founded Redguard after 22 years in commercial and operational roles across infrastructure. With a Level 7 in Strategic Management & Leadership, he brings expertise in change management, system implementation, NEC/JCT contracts, tendering, and delivery improvement for organisations seeking stronger operational and commercial performance.

Redguard was founded to help highways, utilities, and infrastructure organisations improve how they operate  delivering stronger commercial outcomes, safer working environments, and more efficient programme performance.

Luke Swatman

Principal Consultant / Managing Director

Luke Swatman is an operational and commercial performance consultant with over 22 years of combined industry experience, spanning Traffic Management, utilities, infrastructure, and corporate commercial roles.

​

Before founding Redguard, Luke spent a decade working for large organisations in NEC and JCT contract management, tendering, client liaison, and commercial oversight. He later transitioned into the Traffic Management sector, where he gained 12 years of hands-on experience leading operational teams, improving compliance, developing processes, and supporting major highways and utilities programmes.

Luke holds a PGDip (Level 7) in Strategic Management & Leadership and is CITB SMSTS certified, enabling him to combine strategic capability with practical site-level understanding. His approach blends commercial clarity, operational discipline, and a deep commitment to improving performance across complex delivery environments.
